The original intent behind it was that it was a side reward during the 9th Coldain ring quest in order to reward the rogue who makes the poison necessary for the 9th ring (which will cost a rogue over 10,000pp to get the skill necessary to make it), and dropped off Peffin.

At some point on live (post-Luclin) drop changed to Talisen, Bow of the Trailblazer.
